The challenge of the Collective Heat Act

The Collective Heat Act (Wcw) introduces new requirements for heat companies and district heating operators. Transparent billing, real-time monitoring, and reliable data are now mandatory.
For many organizations, this means high costs, complex IT projects, and the urgent need to digitalize their heat networks.

Aurum and Circet Netherlands provide the solution

With Heat-as-a-Service (HaaS), Aurum and Circet Netherlands together introduce a fully digital model for district heating management.

Aurum delivers the technology:

The EnergyGrip platform and Nextalink gateway provide reliable real-time data, flawless billing, and scalable integration with existing heat networks.

Circet Netherlands delivers the operations

Through its Network Operations Center (NOC) and Service Operations Center (SOC), Circet ensures 24/7 monitoring, fault management, and coordination of field technicians.

Together, we form the Heat Network Platform: a complete end-to-end solution that relieves heat providers of their operational burden — from data collection to billing, and from fault detection to customer service.

FAQ about The Heat Network Platform

The Heat Network Platform is Aurum’s integrated solution for managing district heating networks. It combines technology, data, and operational support into a single service without requiring the creation of a new utility company. Developed together with our partner Circet, the platform provides real-time insight into network performance, intelligent asset management, accurate billing data, and 24/7 monitoring, while ownership of the heat network remains with the existing organization.

Heat as a Service means that the management, monitoring, data collection, and incident handling of a district heating network are delivered as an ongoing service rather than as standalone products or one-off projects. The network owner retains control of the heat network while outsourcing day-to-day operations and technical support through the Heat Network Platform.

The Dutch Collective Heat Act (Wet collectieve warmte – Wcw) is expected to come into force on 1 January 2027 and will be introduced in phases. The legislation introduces stricter requirements for transparent billing, reliable data, and the professional operation of district heating networks.
The Heat Network Platform combines real-time network data, independent consumption measurements, and structured incident management in a single solution, enabling heat networks to be managed transparently, efficiently, and at scale in line with the new requirements.

The Heat Network Platform is designed for organizations responsible for operating district heating networks, including heat utilities, district heating operators, network owners, and sustainable heat network managers.
It is particularly suitable for organizations looking to scale or professionalize their operations without building their own 24/7 monitoring center and field service organization.

No. The Heat Network Platform is vendor-independent and integrates with existing meters, installations, and systems from multiple suppliers. It adds a management layer on top of your existing infrastructure, eliminating vendor lock-in while allowing your network to evolve over time.

Aurum developed the Heat Network Platform together with Circet. Aurum provides the technology and data platform, while Circet delivers the operational field services, including incident response through certified installation partners. Together they combine remote monitoring and on-site support into one integrated service.

Faults are detected automatically using real-time data from meters and sensors, including pressure sensors that identify abnormalities within the network. Once an issue is detected, it can be resolved remotely or by field technicians. This enables faster fault detection and resolution than periodic manual inspections.

A standalone solution provides a single component, such as energy data collection or a monitoring dashboard. The Heat Network Platform delivers a complete service that combines data, technology, and operational management, including monitoring, asset control, billing data, and incident handling, into one integrated solution for managing district heating networks.

Yes. Your organization remains the owner of both the heat network and all collected data. Aurum provides the technology and operational services, while ownership and control of the network and its data always remain with you.
